Whatever therefore promotes the culture and improvement of our land, whateyer favours our manufactures, whatever facilitates their vent and exportation, and in fine whatever can improve our filheries and navigation is worthy of atten tion and proteétion; for the greatnefs of the fo vereign, and the happinefs of the fiate are fo far united with regard to agriculture, manufaétures, arts and trade that all' thefe things are equally beneficial to the żare and to particulars, and mud inevitably increafe the power of the fovereign as, well as the happinefs of the fubjeéts, and afford to many the Opportunity of receiving enjoyo ments' with which they would otherwife have been unacqu ainted.
