The aftermath of the Gulf War, the "hidden" civil war in Algeria, the rise of extreme right-wing political movements in western Europe, moves to create a Euro-Mediterranean "free trade" area - all these events have demonstrated the influence of the migration issue on political and security relations within and between the two regions in the 1990s. Amid mounting concern over population growth, unemployment and other migration "pressures", EU policy towards the Maghreb has become more and more defined by anxiety about the potential for rising migration levels from North Africa into Europe in the future. But do current policy measures represent an adequate response or are they more indicative of political game playing? The author takes a critical look at these fundamental questions.
