Whereupon there are many which have conjectured this to be the caufe, why in all their projeéts of their Difcipline (it being manifelt that their drift is to wreft the key of fpi ritual authority out of the hands of former Gover nors, and equally to poffefs therewith the Pafiors of all feveral Congregations) the People'firfi: for furer accomplilhment, and then for better defence there of, are pretended necefi'ary actors in thofe things, whereunto their ability for the moft part is as żender as their title and challenge unjult.
