Excerpt from The History and Present Condition of St. Domingo, Vol. 2 of 2 Gen. Hedouville had proclaimed that all the blacks of St. Domingo were free, but that they were to labor as formerly upon the plantations, and the productions of the country were to be divided in the proportions of one third to the black laborers, one third to the French republic, and the remaining third to the proprietors of the plantations. It was further ordered by the commissioner, that all colonists who had been in the service of England, and all who had emigrated to other lands, should be expelled forever from St. Domingo, and their property be confiscated to the state. Toussaint, on the other hand, made proclamation that there existed a general amnesty in favor of all those accused of political offences - that the name emigrant no longer existed as a term of reproach or an object of persecution - and that all former proprietors, without a single exception, were invited back to their homes, to place themselves under the protection of the new government. The future freedom of the negroes was ratified by him, but it was dependent solely upon the condition of their continuing to labor for their ancient masters.
