With over 2 billion users, social media is no longer just a tool for entertainment and communication. It has revealed a darker side, transforming into a battleground for a new kind of warfare-essentially, a war of ideas. This has raised several key issues, including security concerns related to the use of social media by criminal organizations and terrorist groups to threaten international security; political concerns related to guaranteeing individuals' right to secure communication without privacy violations or threats to their freedom of expression; and cultural concerns related to preserving identity, values, and traditional beliefs in a world of interconnected cultures that transcends geographical boundaries. Thus, a parallel, veritable war front has emerged, with social media as the battleground and ideas, information, images, videos, spyware, and privacy breaches as the weapons. The losses vary, ranging from political and economic to security-related, affecting individuals and even entire nations. This has prompted some countries to establish electronic battalions and armies whose primary mission is to defend the state's image and contribute to achieving its objectives. In confronting its enemies, a new phenomenon emerged, which can be termed social media warfare. This book attempts to discuss this phenomenon by applying it to the Middle East region. Social media warfare has become a cornerstone of fourth-generation warfare, characterized by features such as the changing nature of adversaries, objectives, weapons, and key players. This type of warfare aims not so much for military victory as for a political and moral victory, seeking to break the will of the enemy and raise the cost of continuing to repel these attacks. The author attempts to present a balanced perspective that integrates the state's right to protect its national security against any potential threats emanating from social media with the individual's right to privacy and to exercise their natural right to freedom of expression. This is achieved by examining international experiences in a number of countries, both authoritarian and democratic.
