The Missing Authority

THE RECORDS WERE NEVER SUPPOSED TO TELL THE WHOLE STORY.

Nora Bennett thought winning ninety million Canadian dollars would change her life. She never expected it to draw her into an investigation that began eight years before her winning ticket was verified.

Now, the questions surrounding a missing financial-review packet have become harder to ignore. A transfer was recorded, but no receiving officer signed for it. An authorization order was expected, but no original has been found. A review was marked complete, yet the restriction it was supposed to clarify remains shrouded in uncertainty.

Every surviving document offers another fragment of the truth-and another reason to question what the official records claim.

When Nora discovers a reference to EX-31, a record associated with a continuing access restriction, she uncovers evidence that the authorization behind the restriction may never have been properly confirmed. The surviving register identifies a responsible function but leaves the individual authority unnamed.

Was the restriction a legitimate emergency measure that became trapped in a failed administrative process? Was a crucial decision deliberately left incomplete? Or has someone manipulated the surviving records to conceal a different truth?

As her investigation deepens, Nora must confront the failures of people who accepted incomplete answers, including Ethan Cole, a former investigator whose past professional decisions may have left important questions unasked. Their uneasy connection grows amid suspicion, withheld information, and the possibility that trust could become another dangerous mistake.

Meanwhile, anonymous messages reveal an unsettling familiarity with the missing records. Their sender appears to know which questions Nora is asking-but offers claims that cannot yet be verified. Each message could bring her closer to the truth or push her toward a carefully constructed deception.

And Nora still has ninety million dollars to protect.

Her lottery win remains officially separate from the old investigation, with no confirmed evidence that the two are connected. Yet the threats, the missing documents, and the unanswered questions are beginning to close in around her.

In a case where a completed status does not necessarily mean a decision was made, and a recorded restriction does not prove that anyone had the authority to impose it, Nora must discover who was responsible for the missing authorization-and why the evidence refuses to tell the whole story.

THE DATE BEFORE THE DECISION: VOLUME 2 - THE MISSING AUTHORITY is a psychological thriller about institutional secrets, missing evidence, dangerous uncertainty, and the cost of trusting an incomplete truth.

The records have preserved the decision's consequences.

Now Nora must find the person behind them.
