Sir: - I have the honor to present herewith, my second biennial Report, as Adjutant General of this State, for the years 1895 and 1896, together with reports of other officers; and various other matters concerning the West Virginia National Guard. Organization. The West Virginia National Guard, as organized under the provisions of Chapter 24, Acts of 1889, consists of one Brigade of two Regiments, with headquarters at Parkersburg. The First Regiment, at present, having eight companies, and the Second Regiment having nine companies, neither regiment being full. The total strength of the West Virginia National Guard is as follows: Commander-in-Chief and Staff. Commissioned officers 12 Brigade Commander and Staff. Commissioned officers 10 Non-commissioned officers 3 First Regiment. Commissioned officers 35 Enlisted men 358 Second Regiment. Commissioned officers 38 Enlisted men 440 Governor's Guard.
